Transfer and Visiting
This policy outlines the process for managing visiting controllers within Maghreb vACC, both from within and outside the vACC. It is based on Transfer and Visiting Controller Policy v2.0 and the VATMENA Transfer Policy to ensure full compliance with both VATSIM and VATMENA regulations.
Maghreb vACC is a subdivision within VATMENA, consisting of three FIRs:
- Morocco FIR
- Algeria FIR
- Tunis FIR
Each FIR has its own training procedures and local regulations.
The Training Director oversees all training-related matters and reports directly to the vACC Director and VATMENA staff.
Visiting Within Maghreb vACC
Controllers wishing to control in other FIRs within Maghreb vACC will be officially designated as Visiting Controllers.
To apply for visiting rights, the controller must send an email to training@vatsim.ma with the following information:
- Application text detailing motivation and ability to provide quality service to pilots.
- Home vACC/ARTCC information.
- Contact details of the Home vACC Director or Training Director.
Requirements for Visiting Controllers
Controllers from VATMENA
Controllers whose home division is within VATMENA must meet the following criteria:
- Hold an S2 rating or higher.
- Be an active controller.
- Have a minimum of 50 hours controlling within their home FIR.
- Have controlled at least 5 hours in the last 6 months.
- Have no disciplinary history within the past year.
Controllers from Outside VATMENA
Controllers whose home division is outside VATMENA must meet the following criteria:
- Hold an S3 rating or higher.
- Be an active controller.
- Have a minimum of 50 hours controlling within their home FIR.
- Have controlled at least 5 hours in the last 6 months.
- Have no disciplinary history within the past year.
IIf all criteria are met, the controller shall receive familiarisation training in any FIR within Maghreb vACC. Controllers will be placed in the training queue under the same conditions as local controllers in the visiting FIR via the HQ system.
The Familiarisation & Training Process
Before controlling on the network, all visiting controllers must complete:
- Airport and FIR familiarisation training.
- A sweatbox training session.
It is the responsibility of the Training Director to ensure that the visitor has sufficient knowledge of the airspace before granting visiting rights.
Ongoing Requirements for Visiting Controllers
All visiting controllers within Maghreb vACC FIRs must meet the following ongoing requirements:
- At least 50% of their controlling hours must be completed in their home FIR.
- A minimum of 3 hours every 3 months must be completed in the visiting FIR.
- The visitor must not perform below the expected standard of the visiting FIR or cause disruption to fellow controllers or pilots.
If a visiting controller fails to meet these requirements, the Training Director will issue a warning and suggest corrective measures.
- The visitor must implement corrective actions immediately.
- If performance does not improve within 14 days, the Training Director will make a final decision.
- Failure to comply may result in the removal of the visitor’s endorsement.
